Your benefits don’t end at your doctor’s office. When you become a Highmark Wholecare member, you’ll have physical, mental and financial well-being benefits, like help with paying household bills.

Your D-SNP Utility Benefits

When you enroll in a Diamond D-SNP, you’ll get extra benefits to help pay for everyday bills, like your utilities. You’ll get $100 every 3 months to help pay for bills like:

  • Gas
  • Electric
  • Water
  • Sewage
  • Garbage
  • Internet
  • Cable

Using Your Utility Benefits

You’ll have 2 ways to use your benefits:


To use your utility support online, you’ll:

  1. Visit your Healthy Benefit Plus website
  2. Select Log In at the top right corner of your screen
  3. Enter your email address and password before selecting the Log In button
  4. Select Bill Pay

If you don’t have an account yet, you can sign up for a Healthy Benefit Plus account.

You’ll need details from your utility bill to complete your payment. Also, please be sure the address on your bill matches your Highmark Wholecare address.

By Phone

To use your utility support benefits by phone, you can call 1-833-560-1817 (TTY 711) during these hours:

October – March 8 a.m. to 8 p.m., Monday-Sunday

April – September 8 a.m. to 8 p.m., Monday-Friday

When you call, you’ll need to have your bill ready that has your 16-digit account number as well as the security code on the back of your Highmark Wholecare card.

Important Reminders

Here are some important benefit details to know when using your utility support:

  • Utility support is included in a Highmark Wholecare Diamond D-SNP.
  • If you don’t spend your full utility support allowance during any three-month period, you’ll forfeit any remaining balance for that time. You’ll need to wait until the next three-month period to use your utility support.
  • Plan restrictions and payment processing fees may apply and are listed in your Evidence of Coverage (EOC) booklet.
